Got it.

Even though the earth wire bolt from the bundle of cables going round the headstock was nice and tight, the wire inside had split. I presume as the bike heated up it softened the wire outer and got into a better position, which is why it didn't cut out after the first few minutes, and only moving the bars to full lock when cold split it.

so it could be a broken cable inside the cables insulation.
